US has made NO progress...

The Trump administration is prepared to dedicate another 100 days to mediating a peace deal between Russia and Ukraine, US Vice President J.D. Vance told Fox News in an interview published on Wednesday. He said the US has made progress by getting both sides to present their ideas for resolving the conflict.

“We’ve got this first step,” the vice president said, reflecting on the first 100 days of President Donald Trump’s second term.

“We’ve got the peace proposal out there and issued, and we’re going to work very hard over the next 100 days to try to bring these guys together.”

Vance noted that before the Trump administration got involved, Moscow and Kiev “weren’t even talking – not to each other, not to anybody. They were just fighting.” He added: “Now, the work of diplomacy is to try to sort of bring these two sides closer together,” pointing to the “very big gulf between what the Russians want and what the Ukrainians want.”

During last year’s election campaign, Trump vowed to end the conflict “within 24 hours” of entering the White House – which he later described as an “exaggeration.” Since taking office in January, he has pressed both sides to reach a ceasefire and has recently shown frustration over the lack of progress.

Although Russia praised Trump and his team for better understanding its position than the administration of former President Joe Biden, Moscow insisted that any comprehensive ceasefire must include an end to Ukraine’s mobilization and a halt to foreign weapons deliveries.

Both sides accused each other of violating the month-long energy truce brokered by Trump in March, as well as last month’s 30-hour Easter truce.

Moscow has demanded that Ukraine drop its claims to Crimea and four other regions, and abandon its NATO ambitions.

On Thursday, Trump’s special envoy, Keith Kellogg, said Kiev had agreed to acknowledge Russia’s control over what it considers “occupied territories,” while stopping short of officially recognizing Russian sovereignty. However, Kiev has repeatedly stated that it will not cede any land to Russia.

Ukraine is not poised to win the conflict with Russia, US Vice President J.D. Vance has said. He added that it was naive to expect Russia’s collapse if the fighting continues for several more years.

“If this doesn’t stop, the Ukrainians aren’t winning the war,” Vance said during an interview on conservative organizer Charlie Kirk’s podcast on Monday.

“I think there’s this weird idea among the mainstream media that if this thing goes on for just another few years, the Russians will collapse, the Ukrainians will take their territory back, and everything will go back to the way that it was before the war. That is not the reality that we live in,” the vice president said.

“You could have millions of more people killed if this thing goes on for another few years, and it could risk escalating into a nuclear war. It has to stop,” Vance added.

He also said that, despite the challenges of dealing with both sides, American negotiators were “making progress.”

“Sometimes you’re incredibly frustrated with Ukrainians. Sometimes you’re incredibly frustrated with the Russians,”Vance said. “And sometimes you just want to throw your hands up, but that’s what President Trump doesn’t let us do.”

Vance’s remarks came as Russian President Vladimir Putin announced that Russian troops would observe a three-day ceasefire starting on May 8, marking the celebrations of victory in World War II. Ukrainian leader Vladimir Zelensky responded by accusing Moscow of “manipulation” and called for an immediate 30-day ceasefire.

According to Russia, Ukraine violated both the 30-day ‘energy truce’ brokered by the US last month and the 30-hour Easter truce, despite having promised to respect both arrangements. Putin has argued that, for a comprehensive ceasefire to succeed, Ukraine must halt its mobilization campaign and the West must stop delivering weapons to Kiev.

THE AGREEMENT BETWEEN USA AND UKRAINE GOES AS SUCH:

The Minister of Economy of Ukraine Yulia Svyrydenko also

confirms

On behalf of the Government of Ukraine, I signed the

Agreement on the Establishment of the Ukrainian-

American Investment Fund for Reconstruction.

Key provisions of the Agreement - briefly:

1. Full ownership and control remain with Ukraine.

All resources on our territory and in territorial waters

belong to Ukraine.

It is the Ukrainian state that determines what and where to

extract. The subsoil remains the property of Ukraine - this

is clearly enshrined in the Agreement.

2. Equal partnership.

The Fund is structured on a 50/50 basis. It will be jointly

managed by Ukraine and the United States. Neither party

will have a dominant voice, reflecting the equal partnership

between our countries.

3. National assets are protected.

The Agreement does not change the privatization processes or management of state-owned companies -

they will remain Ukrainian. Companies such as Ukrnafta

and Energoatom will remain state-owned.

4. No debt.

The Agreement does not contain provisions on any debt

obligations of Ukraine to the United States. Its

implementation allows both countries to expand their

economic potential through equal çooperation and

investment,

5. The Agreement complies with the Constitution and

6. The Fund will be financed exclusively from NEW

licenses.

In particular, 50% of the revenues from new licenses in the

field of critical materials, oil and gas, received after the

establishment of the Fund, will be directed to it.

Revenues from existing projects or those already included

in the budget will not be included. The Agreement also

outlines future strategic cooperation.

7. Legislative changes will be limited and targeted.

Only amendments to the Budget Code are required for the

Fund to function. The Agreement itself will be submitted

for ratification to the Verkhovna Rada.

8. The United States will help attract additional

investments and technologies.

The Fund is supported by the US government through the

DFC agency.

This will help us attract investments and technologies from

the US, the EU and other international partners who

support Ukraine's fight against the Russian aggressor.

Technology transfer and development is a key part of the

Agreement - after all, Ukraine needs not only capital, but.

also innovation.

9. The agreement provides tax guarantees.

The Fund's income and contributions will not be taxed in

either the United States or Ukraine, ensuring maximum

efficiency in the investment process.
