Independent MP Andrew Wilkie says he and Senator Nick Xenophon will lodge a formal complaint over Channel Nine's airing of comments on poker machine laws.

The move comes ahead of this evening's NRL grand final, which will feature big-screen advertisements labelling the pokies reforms un-Australian.

Channel Nine has reportedly says there will be no editorialising during today's television commentary, unlike last weekend when commentators Ray Warren and Phil Gould discussed Mr Wilkie's proposed mandatory pre-commitment reforms during the station's coverage of an NRL semi-final.

Mr Wilkie says it was passed off as commentary when it sounded more like political advertising.

He told Sky News a letter of complaint would be sent to the Australian Communications and Media Authority (ACMA) tomorrow.

He said while Channel Nine and the NRL were entitled to campaign against the changes, there were clear rules governing political advertising on TV.

"If someone is going to effectively make a political advertisement, then there are issues that it has to be identified as such and authorised," he said.

"People need to make quite clear what their interests are in this matter.

Independent senator Nick Xenophon says Clubs Australia should apologise for misleading the public on the impact of the Federal Government's changes to poker machine laws.

He says a document posted on the Clubs Queensland website reveal a campaign of misinformation on pokie reforms and show they will not be as bad as the industry suggests.

The Government wants to introduce a system under which gamblers would be required to set a betting limit before they start playing.

The document - a presentation delivered by a consultant at a conference - says the laws will lead to a 10 to 20 per cent drop in gaming machine revenue.

Clubs Australia has previously said the impact will be 40 per cent.

Senator Xenophon released the confidential briefing sheets today and says they have since been pulled from Clubs Queensland website.

He says Clubs Australia should apologise for misleading the public.

"It is a document that has the Australian Club Training Industry logo on it as well. It is a joint document and for them to now distance themselves from this is quite telling," he said.

"The fact is, this is what independent experts have said, that these reforms won't cost 40 per cent of revenue.

"The poker machine industry owes an apology to Australian politicians and to the media for this campaign that has been based on a series of deceptions and misleading information."

He has thanked the person who posted the documents.

"I'm not too sure the person who's responsible for putting these documents online will have a job on Monday with Clubs Australia," he said.

"But I'm very grateful to them for exposing the truth ... this was never meant to be seen by the public."

I would not be surprised if this is a small way to con people further... Let us believe that the impact will still be substantially "harmful" to clubs (up to "20 %)... But the harm that it does to "families" is not even mentioned... or is it. The Club Industry has lied nonetheless...

Clubs Australia has offered its support for a trial of new poker machine technology in one state as independent Senator Nick Xenophon launched another stinging attack on the organisation.

Clubs Australia said it has written to the federal government offering its support for a trial of mandatory pre-commitment technology in one state or territory.

The group's chief executive Anthony Ball said it had met with Department of Families, Housing, Community Services and Indigenous Affairs representatives and outlined the conditions upon which it would support a trial.
