Telegram founder Pavel Durov has been added to Russia’s register of extremists and terrorists, according to the country’s financial watchdog.

The move comes after Russia’s Federal Security Service (FSB) accused Durov of allowing Ukrainian special services to recruit Russian citizens for terrorist activities through Telegram.

Durov’s name was added to Rosfinmonitoring’s register on Thursday. Under Russian law, those on the list are barred from interacting with the media, publishing information online, organizing public events, participating in elections, and using most financial services, except for tax payments, salaries, and compensation for damages.
 
The accusations relate to an investigation into a Telegram dating channel. According to the FSB, Ukrainian agents routinely posed there as romantically-inclined girls seeking minor gifts from potential suitors. After paying for one, the target would then be pressured by the Ukrainians posing as Russian law enforcement, claiming that they had unwittingly helped Kiev’s war efforts, but could get some slack by cooperating with fake officials. That way, confused young men could be pushed into carrying out actual crimes, like arson attacks or serving as couriers for money laundering.

Durov was singled out as the platform’s owner, who allegedly ignored Russian reports that illicit activities were underway at the channel and other resources, failing to shut it down, the statement said. The Dubai-based billionaire will be placed on an international wanted list, the FSB said.

Telegram’s CEO previously faced similaraccusations from the French authorities, which alleged that he was responsible for crimes committed using the messaging app. He has dismissed those claims, asserting that Paris is using criminal charges to pressure him into imposing political censorship on his platform on behalf of the West.

The FSB reported that through the dating channel under investigation, Ukrainian agents have coerced at least 46 Russian citizens aged between 12 and 22. Adult suspects are facing lengthy prison terms on charges including terrorism, sabotage, and assault on officers of the law. The statement stressed that Kiev was using many Telegram channels for such recruitment.

The dating channel was separately flagged by the Russian media regulator Roskomnatzor in 2025 over content that it concluded to be child pornography and LGBT propaganda and should have been blocked in the country, the FSB added.

The service in question operates as a matchmaking chatbot that is reportedly used by over 13 million users monthly. The security agency’s record of individuals allegedly recruited by Kiev through the channel goes back to July 2025 and includes suspects from all across Russia.

Australia's online watchdog has launched Federal Court proceedings against messaging platform Telegram, accusing the company of failing to remove terrorist and violent extremist content from its service despite repeated warnings.

The Office of the eSafety Commissioner will allege Telegram neglected its legal obligations when it allowed videos, including of the Christchurch mosque massacre and a shooting at a supermarket in the US, to remain on the platform.

"We have alleged that Telegram has failed to detect, deter and disrupt pro-terror material," eSafety commissioner Julie Inman Grant said.

"[They] have failed to remove pro-terror material after becoming aware of it, including after reports from Australian end users were made."

The alleged content includes Islamic State beheadings and executions, and "other horrific material" used for radicalisation.

Ms Inman Grant said the material remained online "long after" the platform had been notified of its existence by users, sometimes up to three months after the reports were made.

She said it was "more important than ever" that platforms met their obligations, with the backdrop of the Bondi terror attack last year and a "heightened security environment" in Australia.

The case marks one of Australia's most significant legal challenges against a major technology platform over the handling of terrorist content, testing how far online services must go to prevent extremist material from spreading on their networks.

More than 1 billion people use Telegram around the world, and the site is visited by an average of 1.5 million Australian users a month.
