40,000 soldiers

It took 40,000 soldiers to catch 500 in Baghdad and 3000 police to nab 1000 in Sydney. Does that mean there are more criminals in Sydney or that the police are more zealous?

Gus, it probably means that when the army have had enough killing and they have increased in their intelligence they can then come home from overseas and join the police force. The Police Commissioner is always saying they have not got enough intelligence.
