The [Australian] navy is "very unlikely" to select a hybrid nuclear submarine design that combines both British and American technology, as it looks to replace Australia's ageing Collins-class fleet.

A Senate estimates hearing today examined the government's recent decision to scrap a French submarine deal in favour of acquiring nuclear-powered boats with the help of its AUKUS partners, the UK and the US.

The head of the nuclear submarine taskforce, Vice Admiral Jonathan Mead, has told the committee that Australia intended to select a "mature design" for its nuclear submarine, to be built under the AUKUS security partnership.

"It is our intention that when we start the build program, the design will be mature and there will be a production run already in existence," Admiral Mead told the Defence estimates hearing in Canberra.

"All options are on the table, but the plan is that the design is mature at the start of the build."

Under questioning from Labor Senator Penny Wong, Defence secretary Greg Moriarty said a unique, hybrid design was "very unlikely".

Jostling between British and American companies for Australia's future nuclear-powered fleet is well underway, with early debate emerging over whether a US Virginia-class or UK Astute-class submarine is the best base model.

During the hearings, defence officials played down suggestions of a looming "capability gap" as Australia's Collins-class submarines soon begin a series of "life of type extension" (LOTE) upgrades.

The Chief of the Navy, Vice Admiral Mike Noonan, said the ageing submarines would have their capabilities enhanced in LOTE upgrades from 2026, which could not be revealed publicly.

 

Government ditches local build in favour of overseas purchase

During the Senate estimates hearing, it was also revealed the government had also quietly dumped a longstanding pledge to construct a "large-hulled" vessel in Western Australia to bolster its 'Pacific step-up' program.

Under questioning, defence officials confirmed plans for the local construction of a Pacific support vessel had been ditched in favour of an overseas purchase, but not publicly announced by the government.

Canberra had kept Washington updated on its dealings with France, Australian Prime Minister Scott Morrison insists, despite US President Joe Biden earlier saying that he thought Paris knew about the AUKUS pact beforehand.  

France was left stunned and even said it was stabbed in the back after the surprise announcement of the AUKUS deal by the leaders of the US, UK, and Australia in mid-September. The reaction was so harsh because the new plan to arm Canberra with a fleet of nuclear-powered submarines resulted in the Australian government unilaterally canceling the $90 billion diesel-electric submarine contract with Paris. France even recalled its ambassadors from Washington and Canberra, though they have both since returned.

When addressed on the trio’s falling out with Paris during the G20 Summit in Rome on Saturday, Morrison told reporters that Canberra “kept the US administration up to date on the status of what the conversations and discussions had been with the French government.”

“We worked closely with the US and the UK. We kept them up-to-date – the administration – as to where we were at in our various discussions with France,” he told the media.

The prime minister again defended the decision to abandon the French contract, saying the Australian government needed to “ensure we had the right submarine capability to deal with our strategic interests.”

“There was never an easy way for us, I think, to get to a point where we had to disappoint a friend and partner – it was a difficult decision, but for Australia, it was the right decision.”

Emmanuel Macron has accused the Australian prime minister, Scott Morrison, of lying to him over an abandoned $90bn submarine contract, in a significant escalation of tensions between Paris and Canberra.

The French president levelled the accusation in impromptu comments to Australian journalists on the sidelines of the G20 summit in Rome. He said he had a lot of “respect and friendship” for Australia and Australians, but that respect between nations needed to be reciprocated.

 

“I just say when we have respect, you have to be true and you have to behave in line and consistent with this value,” he said.

When asked whether he thought Morrison had lied to him by not revealing Australia’s secret dialogue with the UK and US over the acquisition of nuclear submarines, a dialogue that ultimately became the Aukus pact, Macron was direct in his response. “I don’t think, I know,” he said.

The Royal Australian Navy expects its new Evolved Cape Class patrol boats could now be delayed by up to nine months, while an extra $44 million will need to be spent keeping its old fleet in the water, after poor-quality aluminium was imported from China.

Key points:

• The scheduled launch date of the boats was already facing delays of between four and 16 weeks

• Difficulties recruiting skilled workers are also fuelling the delays

• The opposition described the delays as a "stuff-up"

 

In March the ABC revealed Australian shipbuilder Austal had detected deficiencies in the material, believed to have been sourced from Wuhan.

At the time Defence said it expected "the scheduled launch dates of all six boats to be delayed by between four and 16 weeks".

Now an Auditor-General's report has revealed the delays have been significantly upgraded to between six and nine months, partly because Austal is also struggling to recruit skilled labour.

"The ANAO's [Australian National Audit Office] comparison of the date ranges provided by Austal against contracted dates indicates that delays of between six and nine months are anticipated for all six boats' acceptance milestones," it said.

According to the ANAO, Austal advised Defence in June of "further schedule delays due to production workforce issues" in the $350 million project.

For the first time Defence has also publicly quantified how much the delays to the Evolved Cape Class patrol boats will cost in terms of keeping older Armidale Class boats in the water.

The ANAO said that in July this year Defence estimated delays would cost an extra $43.9 million.

"This has resulted in the planned extension of service of the Armidale class and a reduced in-service period for the evolved Cape class, demonstrating the consequential effect of project schedule delays to ADF capability and the Australian Government's naval shipbuilding strategy."
