AUSTRALIA'S NATIONAL BROADBAND NETWORK (or NBN for short) could have been a game changing national infrastructure project for the 21st century and possibly beyond. That was the vision of the then Kevin Rudd-led Labor government after winning the 2007 federal election. Originally to be delivered via Fibre to The Node (FTTN) technology to 98% of premises, but later changed to the more future-proof Fibre to the Premises (FTTP), the NBN was to be nation changing.

The maximum line speed NBN proposed for the majority of customers on FTTP was 100 Mbps download and 40 Mbps upload. The beauty of fibre internet, though, is that at some point in the future this could be theoretically upgraded to 1 gigabit per second symmetrical and, who knows, even 10 gigabits per second. That’s the beauty of fibre. Once the fibre optic cable is laid into the ground it takes minimal effort to upgrade the equipment at either end of the cable to produce breathtaking results.

The network effect of 97% of the population being connected via fibre is a vision that won’t be reached anytime soon. And the blame for this can be seen to be laid at the feet of former Prime Minister Tony Abbott and current Prime Minister and former Communications Minister Malcolm Turnbull. Their short-sighted and destructive plan for the nation was the multi-technology mix, where fibre would be mostly taken out of the picture where not already under construction and copper based FTTN inserted for no other reason than it was cheaper.

Where was the vision for our national communications infrastructure and the future of Australia for decades to come? Instead, Malcolm Turnbull smooth talked his way into spinning ageing copper infrastructure that was said to be near obsolete by a former Telstra CEO as fit for purpose.

The announcement for the multi technology mix turd came during the 2013 federal election campaign at Rupert Murdoch-owned Fox headquarters. Tony Abbott and Communications Minister Malcolm Turnbull excitedly laid out their scheme to ruin Australia’s once respected NBN plan, seemingly to appease Rupert Murdoch so he could keep on gouging Australia with his increasingly irrelevant Foxtel monopoly. That’s how many conspiracy theories go anyway.

NBN Co on Thursday night announced it had dumped plans to provide 100 megabit per second (mbps) speeds on its fixed wireless network.

"We killed it," NBN boss Bill Morrow told a Senate Estimates committee.

Fixed wireless uses mobile phone technology to provide broadband to properties in regional areas.

Mr Morrow said consistently achieving 100mbps would cost "billions and billions of dollars" — a taxpayer spend he described as "outrageous". 

"The economics … [start] to actually break apart to a point where it doesn't make any sense," he said.

"It would just never happen."

By the end of its rollout, the NBN's fixed wireless technology will be available to more than 600,000 customers.

In January this year, the company told Parliament half of those customers would be able to access top speeds.

'Hard to find applications that warrant need for 100mbps'

Mr Morrow defended the backdown, saying, "there's not mass-market demand for 100 [mbps] services".

This is utter bullshit. Planning for the future deserves better than this ningnong being in charge of connecting your home to an inferior service because "you don't need it yet"... In our area the NBN has even been degraded to another acronym with a thin hook up mix of co-axial wire using the old Telstra/Foxtel "cable" network that was already saturated ten years ago — and connection is planned for implementation by 2019 if the gods are happy with a sacrifice of a goat's smoked entrails.

Wireless broadband in the bush is draining more money than expected from NBN Co due to take-up in some places being three times higher than projected.

New information released this week through Senate estimates has revealed delays to upgrades and massive popularity in some fixed wireless areas.

Residents around some towers have driven take-up rates of more than 80 per cent. In 2012, take-up for fixed wireless was predicted to be 23 per cent.

Almost one in ten premises in the NBN roll-out plan — approximately 1 million homes — are on fixed wireless or satellite technology.

NBN Co chief executive Bill Morrow told senators last week that new technology added in order to address congestion "exacerbates" the negative profitability of its bush service.

"It's not about making money in these areas," he said.

"The losses we see in these wireless technology areas are offset by the profits that we make in the city centres."

The head of the NBN has blamed gamers for a significant increase in data consumption on its fixed wireless network and said the company was considering throttling back data consumption of “extreme users” during peak periods.

Bill Morrow, the chief executive of the National Broadband Network, appeared before a Senate committee on Monday to answer questions about the rollout of the NBN in rural and regional areas.

He was asked about his plans to deal with significant spikes in data usage on the NBN’s “fixed wireless” network in recent months, particularly during peak times. 

The NBN’s fixed wireless network is used to connect some rural and remote areas to the NBN by transmitting data via radio signals from transmission towers spread out across the country. 

NBN Co was considering introducing a policy of “fair use” for fixed wireless, Morrow said, so heavy users could be throttled back to the same usage as everyone else during busy periods.

“In the fixed wireless there’s a large proportion [of users] that are using terabytes of data ... during the contended period,” he said.

“One of the things we’re evaluating [is] a form of fair use policy to say we will groom these extreme users.”

NBN Co is adamant its CEO did not blame online gamers for causing congestion on fixed wireless.

The organisation has issued a statement clarifying comments made by chief executive Bill Morrow during a heated exchange with a Labor MP in a parliamentary committee on Monday.

The response follows widespread reporting yesterday of NBN Co's investigation of a 'fair use policy' which would be likely to affect heavy users, and especially gamers.

"Mr Morrow didn't 'blame' online gamers for congestion on the fixed wireless network," the statement, from an NBN Co spokesperson, reads.

"He identified them as an example of a heavy user, which, as he said earlier in the hearing, is not the main cause of congestion.

"The main cause of congestion is concurrency, in addition to higher-than-expected take-up and consumption [across the user base]."

Minister for Communications Mitch Fifield declined to comment on the remarks, but backed NBN Co's effort to manage capacity.

His spokesperson claimed NBN Co was, "prudently planning to manage future demand so that all fixed wireless users can make the most of the available network capacity".

In 2009, the then Labor government promised a fast National Broadband Network (NBN) with optical fibre cables direct to most homes and businesses.

Key points:

Instead, we've ended up with a mix of technologies including optical fibre, copper wires, Hybrid Fibre Coaxial (HFC), fixed wireless and satellite.

Every year the amount of internet data Australians consume increases by between 20 and 30 per cent.

Last year, the average home had 17 devices connected to the internet and that number is expected to more than double in the next three years.

When the NBN is completed next year, it is estimated fewer than one in four of fibre-to-the-node (FTTN) connections will be capable of achieving the top speeds currently offered over the NBN.

So how will the NBN handle our ever-increasing digital appetite?
