New South Wales Environment Minister Robyn Parker is moving to amend laws which will allow Forests NSW to harm the endangered population of the yellow-bellied glider on the state's far south.

The documents show Ms Parker is planning changes to the Threatened Species Conservation Act which "authorises harm to the endangered population of the yellow-bellied glider of the Bago Plateau".

Opposition environment spokesman Luke Foley says it is disgraceful.

"Robyn Parker said logging protects koalas, she is now moving to allow logging of habitat of endangered yellow-bellied glider," Mr Foley said.

"The yellow-bellied glider is facing the very real risk of extinction and the NSW Environment Minister is doing everything she can to wipe out this endangered Australian marsupial."

In 2008 the NSW Scientific Committee warned the yellow-bellied glider is "facing a very high risk of extinction…in the near future".

Ms Parker has dismissed the concerns.

The head of New South Wales Office and Environment and Heritage has quit, in another blow to Environment Minister Robyn Parker.

Office chief executive Lisa Corbyn is a long-time NSW public servant who stayed on when the department was downgraded to an office by the incoming Coalition Government last year.

But Ms Parker today issued a statement confirming Ms Corbyn will be standing down.

It is the latest of several departures of senior staff from the office.

The Opposition has repeatedly called for Ms Parker to stand aside, saying the Minister is not across the details of her portfolio.

SYDNEYSIDERS are breathing cleaner air, recycling, saving electricity and catching public transport much more than they were a decade ago, the state's three-yearly environmental scorecard says.

The 2012 State of the Environment report shows small but definite trends towards more sustainable lifestyles in various categories - many driven by regulation, or ''green tape''.

But those gains are taking place against a background of a steady deterioration of many native forests and wetlands, and only 9 per cent of NSW still has native vegetation considered to be in a ''close to natural condition'', according to the report prepared by the Environment Protection Authority of NSW.Biodiversity is declining, and more species are threatened than ever.

''I am working hard on preparing a new strategy for dealing with threatened species and their recovery, which will be in place this year,'' the Environment Minister, Robyn Parker, said.

''It's true that historically, Australia's threatened species recovery programs have only achieved mixed success, so we need to find ways to be more effective.''

Environment Minister Robyn Parker and the state's environmental watchdog have been accused of misleading Parliament and the public in a ''systematic cover-up'' of information about whether uncovered coal trains are polluting the air in Newcastle and the Hunter Valley.

The Hunter Community Environment Centre has obtained thousands of pages of documents it says show Ms Parker and the Environment Protection Authority gave public assurances that no elevated levels of coal dust were detected from the trains even after findings from government experts that there was a strong relationship between the coal trains and a spike in air dust particles.

It says the documents show the methodology used in reports by the coal train operator, Australian Rail Track Corporation, to monitor pollution was flawed.

HCEC spokesman James Whelan says the documents show the EPA prepared a draft press statement saying coal trains did not increase pollution before the agency received the monitoring results.


''There has been a systematic cover-up that warrants a parliamentary inquiry,'' Dr Whelan said.

''The documents demonstrate a public relations effort of deception and spin to conceal the extent and nature of pollution caused by uncovered trains.''

Opposition environment spokesman Luke Foley said the EPA, seemed to be focused on protecting polluting industries rather than looking after community health.

''If the minister has unknowingly misled the Parliament as a result of false advice from the EPA, she must correct the record immediately,'' Mr Foley said. ''And she needs to put a broom through the EPA.''

Ms Parker has denied making misleading statements, saying all statements were made on the latest advice of her departments.

Robyn Parker, like all of her Liberal (CONservative) colleagues — especially Greg Hunt — seem to hate the environment in its natural state and would place profits before health. It's a sad case of slow (sometimes fast) destruction of the planet by over-exploitation for a buck.

But the actions of a good woman has offered some hope to a Liberal Government in serious need of redemption.

Robyn Parker was the only MP from the state's Hunter region who emerged from the anti-corruption hearings last week with her reputation intact.

She told the Commission that she was given $600 by a hardware store owner when she was a candidate in 2010.

The man then lodged a development application - and as property developers are banned from donating to NSW politicians, Ms Parker's team quickly returned the money. 

That's in stark contrast to her neighbouring MPs.
