So they voted. But for what? Democracy? Certainly not "Jeffersonian" democracy, as President Obama reminded us. Yes, the Afghans wanted to vote. They showed great courage in the face of the Taliban's threats. But there's a problem.

It's not just the stitched-up Karzai administration that will almost certainly return, nor the war criminals he employs (Abdul Rashid Dostum should be in the dock at The Hague for war crimes, not in Kabul), nor the corruption and the hideous human rights abuses, but the unassailable fact that ethnically-divided societies vote on ethnic lines.

WASHINGTON — The Obama administration will continue the Bush administration’s practice of sending terrorism suspects to third countries for detention and interrogation, but pledges to closely monitor their treatment to ensure that they are not tortured, administration officials said Monday.

Human rights advocates condemned the decision, saying that continuing the practice, known as rendition, would still allow the transfer of prisoners to countries with a history of torture. They said that promises from other countries of humane treatment, called “diplomatic assurances,” were no protection against abuse.

“It is extremely disappointing that the Obama administration is continuing the Bush administration practice of relying on diplomatic assurances, which have been proven completely ineffective in preventing torture,” said Amrit Singh, a lawyer with the American Civil Liberties Union, who tracked rendition cases under President George W. Bush.

Ms. Singh cited the case of Maher Arar, a Syrian-born Canadian sent in 2002 by the United States to Syria, where he was beaten with electrical cable despite assurances against torture.

The announcement, by President Obama’s Interrogation and Transfer Policy Task Force, seemed intended in part to offset the impact of the release on Monday of a long-withheld report by the C.I.A. inspector general, written in 2004, that offered new details about the brutal tactics used by the C.I.A. in interrogating terrorism detainees.

Though the Obama administration previously signaled that it would continue the use of renditions, some civil liberties groups were disappointed because, as a presidential candidate, Mr. Obama had strongly suggested he might end the practice.

An internal CIA report published yesterday reveals a host of incidents in which its interrogators went far beyond acceptable bounds, including threatening an al-Qaida leader that his children would be killed and hinting to another suspect that his mother would be raped in front of him.

The CIA document, which the agency fought for years to keep secret, was released after a court action by a civil rights group. It described interrogation techniques that were "unauthorised, improvised, inhumane and undocumented".

Interrogators, questioning al-Qaida and other suspects at Guantánamo and secret prisons round the world, took a power drill and a handgun into an interrogation room and also staged a mock execution in a cell next door.

The report says interrogators threatened Khalid Sheikh Mohammed, the mastermind of the September 11 attacks, that if there was another attack on the US, "we're going to kill your children".

While we were all out doing our Christmas shopping, the highest court in the land quietly put the kibosh on a few more of the remaining shards of human liberty.

It happened earlier this week, in a discreet ruling that attracted almost no notice and took little time. In fact, our most august defenders of the Constitution did not have to exert themselves in the slightest to eviscerate not merely 220 years of Constitutional jurisprudence but also centuries of agonizing effort to lift civilization a few inches out of the blood-soaked mire that is our common human legacy. They just had to write a single sentence.

Here's how the bad deal went down. After hearing passionate arguments from the Obama Administration, the Supreme Court acquiesced to the president's fervent request and, in a one-line ruling, let stand a lower court decision that declared torture an ordinary, expected consequence of military detention, while introducing a shocking new precedent for all future courts to follow: anyone who is arbitrarily declared a "suspected enemy combatant" by the president or his designated minions is no longer a "person."  They will simply cease to exist as a legal entity. They will have no inherent rights, no human rights, no legal standing whatsoever -- save whatever modicum of process the government arbitrarily deigns to grant them from time to time, with its ever-shifting tribunals and show trials.

The Republican party's national organising committee was furiously backpedalling after an embarrassing document lampooning Barack Obama and other Democratic leaders as 'evil' was found in a hotel room.

The PowerPoint document, reported by the Washington news website Politico, was delivered by the Republican National Committee's head of fundraising to a closed meeting of select party officials and major donors held in Boca Grande, Florida, last month.

In discussing how to motivate donors to give, a section of the presentation is headlined "The Evil Empire" and carries a picture of Barack Obama made up to look like Heath Ledger's portrayal of the Joker in the Batman movie The Dark Knight. Democratic party congressional leaders Nancy Pelosi and Harry Reid are also caricatured as Cruella DeVille and Scooby Doo.

Politico said that the 72-page document was sent to it by a Democrat, who found the original in the hotel where the meeting was held. on 18 February. Sources at the event said a presentation involving the document was given by the RNC's finance director Rob Bickhart and finance chairman Peter Terpeluk, who was ambassador to Luxembourg under the Bush administration.
