A member of the Ukrainian defense industry’s new governing board has floated the idea of using an American-style “lottery” as a solution to Kiev’s conscription troubles. Former economy minister Timofey Milovanov raised the issue on Wednesday.

“Most of my readers write that the right approach to mobilization is through lottery or a draw,” Milovanov said in a Facebook post. 

“The state randomly pulls out the day and the month. People born on those dates are mobilized, others are not. And so it goes for every wave of mobilization,” he elaborated. “I don’t think this is the right approach, but what do you think?”

The post received nearly 1,000 replies going both ways, with more than one person pointing out that this system was used by the US during the Vietnam War and resulted in many wealthy people buying their way out of the draft.

Earlier in the day, Forbes reported that President Vladimir Zelensky’s office was considering exempting from conscription those Ukrainians who earn 33,400 hryvnias ($875) or more per month.

Russian Defense Minister Sergey Shoigu said last month that Ukraine had lost more than 383,000 troops – both killed and wounded – since the start of hostilities in February 2022.

The government in Kiev has struggled to replace the losses in men and equipment. Zelensky disbanded most regional draft boards in August, after a massive corruption scandal involving the sale of fraudulent medical exemptions. Last month, he announced that the military had asked to draft another 500,000 more men – and possibly women – at the request of the military, which was immediately denied by General Valery Zaluzhny.

With the West running out of weapons, equipment and ammunition it could donate to Ukraine, the US and its allies have proposed rebuilding the domestic military industry. Last week, Zelensky appointed a new, five-person supervisory board for the state defense conglomerate Ukroboronprom. Among them was Milovanov, a former minister of economic development and trade (2019-2020) and a lecturer at the University of Pittsburgh in the US state of Pennsylvania.

The board also includes an American citizen, Lynndy Smith, who is the CEO of the Arizona Defense and Industry Coalition (AZDIC). The outfit was founded by the late Senator John McCain – an outspoken supporter of the 2014 US-backed coup in Kiev that triggered the Donbass conflict.

Ukrainian authorities are entertaining the idea of exempting high earners from the draft if they pay their dues in taxes, Forbes has reported, citing anonymous sources from President Vladimir Zelensky’s office. The monthly income threshold reportedly under consideration would leave most Ukrainians ineligible to benefit from the scheme.

Last month, President Zelensky claimed that the military had asked him to mobilize another 450,000-500,000 people. Valery Zaluzhny, Kiev’s top general, later effectively denied making such a request. Earlier in December, Russian Defense Minister Sergey Shoigu estimated that Kiev had lost more than 383,000 troops, both killed and wounded, since the start of hostilities in February 2022.

In its report on Monday, Forbes' source claimed that the presidential administration has been discussing expanding the criteria under which draft exemptions are granted to include employees of the ‘critical sectors’ of the economy and those contributing a set minimum in taxes.

The media outlet, citing an official who spoke on the condition of anonymity, wrote that the threshold discussed last Thursday amounted to 6,000 hryvnias ($157) in taxes per month, which translates to a salary of 33,400 hryvnias ($875). Four separate sources from the country’s parliament confirmed such discussions to Forbes, noting that the idea was still a work in progress.

If members of parliament can’t agree on a new mobilization law, they are welcome to volunteer for the front themselves, commander in chief of the Armed Forces of Ukraine, General Valery Zaluzhny, reportedly told lawmakers on Thursday.

Zaluzhny’s remarks came during a meeting of the National Security Committee of the Verkhovna Rada, according to the Ukrainian publication New Voice. The outlet cited a source who was present, but wished to remain anonymous.

“I need people,” the general reportedly said. “The Russians have already called up 400,000 and are preparing several hundred thousand more. And who do I have? Either turn to the world and ask people there, or go fight [yourselves] if you don’t provide.”

Zaluzhny insisted that unless tougher mobilization rules are adopted, “there will be no one to defend the state.” According to the same source, he also opposed the proposal to draft convicts, as this would create a perception that military service was a punishment.

“There will be 80 days of training for each person mobilized. But give me people,” the general reportedly told the lawmakers.

The Ukrainian military has been launching daily attacks on Donetsk throughout the winter holidays. Three hospital patients were wounded during shelling of the city on Orthodox Christmas Eve. Before that, a Ukrainian attack on New Year’s Eve left four dead and 13 more injured. 

Russia’s Armed Forces hit only military targets in Ukraine as part of the ongoing special operation, Denis Pushilin, the head of the Donetsk People’s Republic (DPR) told Sputnik.

This is what sets Russia apart from the regime in Kiev that targets civilians in Belgorod and Donetsk during its recent attacks, Pushilin said.

 

“We, like no one else since 2014, have a certain moral right to act emotionally and deal straight from the shoulder, but that is not who we are. And this is what sets us apart. If we were to employ the methods used by our enemy, how would we then be any better than our enemy, what are we fighting against then?”Pushilin asked rhetorically.

 

The so-called Euromaidan protests in Ukraine's capital culminated in the February 2014 coup d'etat that brought radical pro-EU and pro-NATO politicians to power and plunged Ukraine into crisis, leading to the current conflagration.

The DPR head emphasized that Moscow would never stoop to attacks targeting the civilian population - an approach that has become a trademark of the regime led by President Volodymyr Zelensky.

 

"We would never be able to forgive ourselves if at some point we were able to speed up victory by resorting to carpet bombing and shelling the civilian population," Pushilin said.

Dwelling on Moscow's response to the constant shelling of Russian frontline towns by Ukraine's Armed Forces, the DPR head emphasized: "Gritting our teeth and losing loved ones, we have been dealing with this since 2014, but it has not eroded our humanity. Losing humanity here could have much more serious consequences for our country. This is exactly what our president is talking about – the need to remain human."
