On instructions from my Government, and further to our previous letters regarding violations of international law and aggressive practices by United States forces present illegally in north-eastern Syria and the Tanf area in the south-east, I should like to draw your attention to the following:

On 12 May 2022, the United States Treasury Department published what it called “Syria General License 22 Authorizing Activities in Certain Economic Sectors in Non-Regime Held Areas of Northeast and Northwest Syria”. It also published responses to frequently asked questions about the exceptions covered by this so-called “licence” in areas occupied by United States and Turkish forces in north-eastern and north-western Syria.

The Syrian Arab Republic categorically rejects these so-called exceptions being advertised by the United States administration. They are pure hypocrisy and political and legal manipulation to serve malicious agendas. They are intended to support terrorist organizations and illegal separatist militias. They are an attempt to fabricate a separatist reality within the territory of the Syrian Arab Republic, in flagrant violation of the provisions of international law, the principles and purposes of the Charter of the United Nations, and Security Council resolutions concerning Syria, all of which affirm full respect for and a firm commitment to the sovereignty, independence, unity and territorial integrity of Syria.

The Syrian Arab Republic condemns in the strongest terms the illegal United States and Turkish aggression and military presence on its territory. Those two countries are stealing strategic natural resources that are the property of the Syrian people, including oil and wheat. They are destroying infrastructure that provides basic services to all Syrians without discrimination. The grave violations and aggressive practices being perpetrated by United States and Turkish occupying forces against Syrian citizens in north-eastern and north-western Syria affect Syrian citizens throughout the country. They constitute blatant aggression and are in clear contravention of international law, the principles and purposes of the Charter of the United Nations, and international humanitarian law, all of which stress the obligation to respect the sovereignty, independence, unity and territorial integrity of Member States and refrain from interfering in their internal affairs.

The Syrian Arab Republic demands an end to the occupation, the immediate and unconditional lifting of all illegal unilateral coercive measures imposed by the United States of America, and an end to that country’s support for terrorist organizations, separatist Kurdish militias and their criminal practices.

The Syrian Arab Republic stresses that the problem created by the United States of America and Türkiye can only be solved by withdrawal of their occupying forces from all Syrian territory, the re-establishment of the authority of the Syrian State over all its territory and natural resources – in particular its oil, gas and wheat – and the allocation of its national resources exclusively for the benefit of the Syrian people.

In this connection, the Syrian Arab Republic calls upon Members States of the United Nations, the Secretariat, and other intergovernmental and non-governmental organizations and agencies to do the following:

• They must reject these American practices and demand the immediate and unconditional lifting of the immoral, inhumane and illegitimate unilateral coercive measures imposed on Syria and its people. That includes the so-called “Caesar Act”. Those measures are having catastrophic effects on the living and economic situation of the Syrian people and exacerbating their suffering. This so-called “licence” demonstrates that the United States is trying to fabricate a separatist reality, divide the territory of the Syrian Arab Republic and continue to plunder its wealth.

• They must insist that support for the Syrian people – especially with regard to infrastructure rehabilitation, basic services and reconstruction projects – must be implemented exclusively through the legitimate Government of the Syrian Arab Republic, without discrimination, and in all of Syrian territory.

• They must warn the United Nations and international organizations operating inside the territory of the Syrian Arab Republic of the dangers of any involvement in activities conducted under this “licence”, which is intended to violate the sovereignty of Syria and compromise its unity and territorial integrity, and of the dangers of not respecting the relevant national laws and regulations in force.

I should be grateful if you would have the present letter circulated as a document of the Security Council.

Colonialism 2.0: How US and UK take what they want from 'lesser powers'

 

In the name of sanctions, geopolitical interests or the so-called “rules-based order”, colonial powers do what they do best – plunder those they see as weak and insubordinate 

There is an old joke which still has resonance. A child asks his parent, “Why are there pyramids in Egypt?” The parent answers, “Because they were too big to take to Britain.”  Of course, many a true word is spoken in jest. Indeed, there is an apocryphal story that back in the day when Vladimir Lenin was in exile in London, he would enjoy taking friends to the British Museum and explaining to them how and from what far-flung lands all the antiquities there were stolen.

One might have thought that these days of colonial plunder had ended, but one would be very wrong. Current examples abound. A notable one is, of course, the freezing by the US of $7 billion from the Afghanistan treasury – monies the US continues to hold even as it watches Afghans begin to die from starvation. Apparently, the US believes that, after laying waste to Afghanistan through 20 years of war and, even before that by supporting the mujahideen terrorists, it is entitled to some compensation. This upside-down type of reasoning abounds in the minds of those in the West who simply believe they can take whatever they wish.

Similarly, the US is now plundering Syria – another country utterly devastated in no small part by Washington-backed militants in a campaign to overthrow the elected president – of most of its oil, even as Syria suffers from severe energy blackouts. Thus, according to the Syrian Oil Ministry“US occupation forces and their mercenaries,” referring to the US-backed Syrian Democratic Forces (SDF), “steal up to 66,000 barrels every single day from the fields occupied in the eastern region,” amounting to around 83 percent of Syria’s daily oil production.

 

According to the ministry’s data, the Syrian oil sector has incurred losses of “about $105 billion since the beginning of the war until the middle of this year” as a result of the US oil theft campaign.

Additionally, the statement added that alongside the financial losses incurred by the oil sector were “losses of life, including 235 martyrs, 46 injured and 112 kidnapped.”

One of the biggest heists the US has carried out is against Russia. After the launch of Russia’s military operation in Ukraine, the US seized an incredible $300 billion of Russian treasury funds which were deposited abroad. This was done, of course, without any due process, and to the great detriment of the Russian people – and with barely a critical word from Western pundits.

The US treatment of Venezuela abounds with other examples. As I write these words, the US is maneuvering to seize a commercial 747 airliner from Venezuela on the grounds that it once belonged to an Iranian airline which had some connection to Iran’s Revolutionary Guard Corps (which Washington has designated as terrorists) – which might sound like a tenuous justification, but the US really needs no reason. And this is simply the tip of the iceberg. The US has already seized Venezuela’s biggest single source of revenue – its US-based oil company CITGO – and is now in the process of selling off this company in pieces, even as Washington lifts restrictions on Venezuelan oil to shore up its own economy. The UK, meanwhile, has decided to keep over $1 billion in gold which Venezuela naively deposited in the Bank of England for safe-keeping. To add insult to injury, the US continues to criticize Venezuela for the hardships its people endure as a direct consequence of this plunder.

Meanwhile, the US continues to persecute Colombian businessman Alex Saab for trying to obtain food and medicine for the Venezuelan people , denied such amenities by US sanctions. Saab was captured at the behest of the US in Cabo Verde in 2020 as he was flying to Iran to negotiate a deal for humanitarian supplies, including medicine to confront the coronavirus pandemic, on a mission he was employed to perform by Caracas. Saab has since been removed to a federal prison in Miami, Florida, despite the lack of an extradition treaty between the US and Cabo Verde, and he continues to languish in prison as the wheels of US “justice” turn at a snail’s pace to resolve his case. In short, not only has the US freely stolen from Venezuela, but it is also going to great lengths to stop those who try to acquire the basic necessities for the Venezuelan people.

All of this illustrates that colonial habits die hard, and the US is always ready to turn to the tried and trusted traditions of plunder – whether to dig itself out of one of the worst economic crises in years, or to coerce other nations to serve its own geopolitical interests. The fact that the US is allowed to get away with this demonstrates that in the Washington-imposed “rules-based order” rule of law is nothing but a tool employed by the mighty to keep the weak down.

May I just spit it out? We are the terrorists. Americans are the terrorists creating tremendous suffering and tragedy around the world. And no, I am not the only one admitting to this. Deep down, all of my fellow citizens know what we are up to. A recent incident in Yemen drives home the hegemony my country has created, looted, and still loots the whole world.

I watched talk show host Jimmy Dore a few moments ago, laying out how the US, France, and other nations are robbing other people of this world to prop up failed super-capitalism. Dore, who has an uncanny ability to drive at the heart of matters, was interviewing Ethiopian-American Journalist Hermela Aregawi in a story about the French Foreign Legion securing Yemeni natural gas for sale to the EU. The story begins something like this from The New Arab:

“France could be gearing up to help protect a gas facility in Yemen to allow for exports in a bid to cut Europe’s reliance on Russia, according to an ex-Yemeni foreign minister.”

Abu Bakr al-Qirbi, told reporters the other day that the French Foreign Legion has arrived in Yemen’s Shabwah province to secure control of the Balhaf gas facility. He said the French are making “preparations being made to export gas from the Balhaf facility.”

Hermela Aregawi commented with Dore about how current American policies are building up massive resentment toward the United States, even in countries that were once highly favorable towards us. I know from my experience here in Greece too. As recently as three years ago, criticizing the US in any way at all brought about a look of shock among the Greek population. Today, many Greeks question our role not only in Greece but in Ukraine and other lands where proxy wars over resources burn.

The larger Yemen story also reveals the meaning of a July Paris – Abu Dhabi LNG cooperation that depends on securing Yemen’s gas resources via the Balhaf facility, owned by French multinational oil and gas company Total.

Abdulaziz Saleh bin Habtoor, Yemen’s Prime Minister, has called the world’s attention to the recent looting by the Saudi-led coalition under the watch of the United States. He says Washington is bent on getting control of the resources through Gulf proxies.

Yemeni forces have been in deadly clashes with UAE-backed southern separatist forces in Shabwa province, where Balhaf is located. Looked at in the broader scope, the Yemen situation is just a facet of a much larger looting program underway. Syria, where U.S. forces have essentially taken over the eastern oil-producing region, and the Ukraine conflict reveal the larger canvas. Looking from outer space, the battle for Earth has been raging for decades. But now, the conflict and competition have reached a crisis stage. America and the Europeans are out of gas, literally. And no matter who has to suffer and die, the liberal order cannot let the big lie slip out. Worse, the people in the so-called west don’t want to know or admit our role in pirating the whole world.

Finally, On 22 August, Deputy Foreign Minister Hussein al-Ezzi warned that the presence of foreign forces in the Gulf of Aden or any part of Yemeni waters is illegal. The minister was speaking in response to US Fifth Fleet Admiral Charles Bradford Cooper’s announcement that the US will deploy unmanned drones in the Gulf of Aden. However, the entire Yemen situation is easier to break down by revealing what all these nations want there. And, of course, the answer is precious oil and gas. I’ve discussed this before and the nature of so-called “peak oil.”

To fully cordon off Russia, Europe needs oil, gas, and plenty of it. The US cannot supply enough. It’s too far away, and America has her own needs. Yemen, however, is a relatively untapped source. Only two of the 12 significant basins on and offshore have been developed. The other ten are what’s known as “frontier basins,” according to readily available data. I believe, however, that Total and other significant players know full well another bonanza is offshore of Yemen. This GEOExPro report hints at this. The information puts current Yemen recoverable oil reserves at 4.731 Bbo, and proven gas reserves at 18.6 Tcfg. But this is 2010 estimates.

We do not need to establish the oil and gas reserves the Yemeni people are entitled to benefit from. The fact the United States, France, Saudi Arabia, the UAE, and the EU have their militaries, bureaucrats, and energy corporations sinking their teeth in is proof enough that the blood of Yemen children will be spilled not for some high romantic future, but so that the same people bleeding Syria, Ukraine. So much of the rest of the world dry can thrive. The French Foreign Legion defending an oil depot in the middle of nowhere says it all. We, the collective “west,” are the real terrorists.

Numerous Syrian and foreign militants have reportedly been killed and several US troops injured in an escalating exchange of attacks between the American invaders and the people in the country whose territory they [the Yanks] are illegally occupying.

On Tuesday night US Central Command announced that it had “conducted precision airstrikes in Deir ez-Zor Syria” in order to “defend and protect U.S. forces from attacks like the ones on August 15 against U.S. personnel by Iran-backed groups.”

“The President gave the direction for these strikes pursuant to his Article II authority to protect and defend U.S. personnel by disrupting or deterring attacks by Iran-backed groups,” CENTCOM said.

Iran has denied any link to the troops targeted in the airstrikes, up to ten of whom were reportedly killed.

The US attack was followed by rocket attacks on US military positions in eastern Syria, injuring an unknown number of US troops, to which the US responded with an Apache helicopter assault on Syrian vehicles from which it claims the rockets were launched. Central Command claims “two or three suspected Iran-backed militants” were killed in the helicopter attack.

As of this writing it remains to be seen if this exchange of attacks will continue, but what’s crystal clear is who the aggressor is.

“US claims to be in Syria to fight ISIS, but it rarely fights ISIS,” journalist Aaron Maté tweeted of the exchange. “It’s actually there to deny Syria its own oil and wheat, and to occasionally attack Syrians and their allies who defeated US-backed sectarian death squads in the dirty war.”

What he says is completely true. The US is an occupying force who is there without the permission of the Syrian government, without having been attacked by Syria, and without any valid claim to be defending itself from anyone in Syria. The “Iran-backed” militias in Syria are operating with the full authorization of the Syrian government. The US has quite literally invaded a nation on the other side of the world, killed the people in that nation who don’t want them there, and then claimed self-defense in doing so.

If I broke into my neighbor’s house to steal his things, and then murdered him when he tried to stop me or make me leave, it would look pretty ridiculous if I tried to plead self-defense. It would look even more ridiculous if anyone believed me.

 

This comes at the same time as a report from Axios that the British special envoy to Syria had nothing but glowing things to say about the way Israel has been constantly bombing Syria for years:

“The British special envoy for Syria told Israeli officials during a visit to Jerusalem several weeks ago that the Israeli airstrike campaign against Iranian military targets is ‘probably the only thing that works in Syria,’ Israeli Foreign Ministry officials briefed on the meetings told Axios.”

“In recent years, Israel has launched hundreds of airstrikes in Syria,” writes Antiwar’s Dave DeCamp on the Axios report. “The Israelis say that the bombing campaign is to prevent Iran from becoming further entrenched in the country, but the strikes often kill Syrian troops and sometimes kill civilians and damage civilian infrastructure.”

“The US tacitly endorses the bombing campaign in Syria and reportedly coordinates some of the strikes,” adds DeCamp. “In June, The Wall Street Journal reported that Israel secretly coordinates the bombings with the US and that Washington has approved many Israeli airstrikes that were launched from areas near a US base in southern Syria.”

So if you’re wondering why western liberals are all waving Syrian flags and loudly condemning the US and its allies for their criminal, murderous assault on a sovereign nation, that’s why.

I am of course kidding; that is not happening. That sort of mainstream public outcry is reserved solely for the misdeeds of governments the US does not approve of, like the Russian invasion of Ukraine.

Westerners are only encouraged to contemplate the horrors of war when it is someone else’s war. If it serves the strategic interests of the globe-spanning power structure loosely centralized around the United States, you can bomb your neighbor every week and it will barely make the news. You can even invade a country on the other side of the world and then claim you are defending yourself when they try to throw you out.
