Russia’s Gazprom to disable second pipeline turbine

Natural gas supply via Nord Stream 1 will reportedly be reduced to 20% capacity

Russian energy major Gazprom will stop the operation of second Siemens turbine, the company announced on Monday. As a result supply through the Nord Stream 1 pipeline will not exceed 33 million cubic meters per day from July 27, business daily Kommersant has reported, corresponding to 20% of the pipeline's capacity.

Gazprom says the decision to switch off the turbine was made based on its technical condition and the fact that it’s due for an overhaul.

A spokesperson for Germany’s Federal Ministry for Economic Affairs has reportedly said that there are no technical reasons to reduce gas supply via the Nord Stream 1 pipeline.

According to an earlier report by Kommersant, several of the nine turbines at the Portovaya compressor station are in need of repair. The paper notes that Gazprom has not yet authorised further repairs, and that one turbine took about three months to overhaul. The current licensing agreement allows Siemens Energy to accept five more turbines for repair before the end of 2024.

This follows a dispute between Russia, Canada and Germany over a Siemens turbine that had been sent to Montreal for repairs and was not returned on time due to Ottawa’s sanctions against Moscow. Gazprom cited the delay as the reason for a 60% reduction in gas flow to Germany last month. Canada eventually sent the part to Germany, where it is currently awaiting shipment to Russia. Gazprom said earlier on Monday that the paperwork it had received from Canada and Siemens regarding the shipment of the turbine did not clear up sanctions-related questions.

Last week, German Chancellor Olaf Scholz suggested that Berlin could no longer rely on Moscow when it came to gas supplies and said he wasn’t convinced by Russia’s statements that the repaired Siemens turbine that had been delayed was necessary for the full functioning of the Nord Stream 1 pipeline. Moscow rejected the claim on Monday, with the Kremlin spokesperson Dmitry Peskov saying that a decrease in the volume of supplies was due to technical problems resulting from Western sanctions.

European Union members have agreed to cut gas use in case Russia halts supplies but some countries will have exemptions to avoid rationing.

EU members, locked in talks since the idea was suggested last week, have now agreed to voluntarily reduce 15% of gas use between August and March.

"This was not a Mission Impossible!", tweeted the Czech Republic, which holds the rotating EU presidency.

However, the deal was watered down after previously not having exemptions.

The EU has said its aim from the deal is to make savings and store gas ahead of winter, warning that Russia is "continuously using energy supplies as a weapon".

The voluntary agreement would become mandatory if supplies reach crisis levels.

 

However, some countries not connected to the EU's gas pipe lines, such as Ireland, Malta and Cyprus, would be exempt from any mandatory gas reduction order as they would not be able to source alternative supplies.

Elsewhere the Baltic nations, which are not hooked up to the European electricity system and are heavily reliant on gas for electricity production are also exempt from compulsory targets in order to avoid the risk of an electricity supply crisis.

Countries can also ask to be exempt if they exceed gas storage filling targets, if they are heavily dependent on gas for "critical" industries, or if their gas consumption has increased by at least 8% in the past year compared to the average of the past five years.

Nathan Piper, an oil and gas analyst for Investec, said there is a "high political and economic price" as the EU looks to reduce its dependence on Russian gas - and that price was being reflected in the exemptions for members, which would likely reduce the impact of the measures.

But Kadri Simson, European Commissioner for Energy, said initial calculations indicated that even if all exemptions to ration were used, the EU as a whole would still reduce demand to a level "that would help us safely through an average winter".

She also outlined work to boost alternative gas supplies from countries including Azerbaijan, the United States, Canada, Norway, Egypt and Israel.

 

Ahead of the deal announcement, Germany's Economy Minister Robert Habeck said: "Of course there are a lot of compromises in this text now. This is how Europe works."

Mr Habeck said a "problem might occur" that all the exemptions cause "too much bureaucracy so that we are too slow in times of crisis", but he added the exemptions were "reasonable".

Hungary was the only member to oppose the deal.

Spanish Prime Minister Pedro Sanchez revealed on Friday that he had stopped wearing a necktie in a bid to save energy and urged ministers to follow his lead.

Sanchez showed up at a press conference dedicated to the government’s energy saving plans wearing a white shirt, unbuttoned at the top, and a blue jacket.

He made a point of mentioning his less official look, saying: "I don't wear a tie, that means that we can all save from an energy point of view and I have asked all ministers and all public officials to do the same.”

He urged private companies to allow their staff to work without ties, “as long as it is possible,” adding that this way the whole nation “will save.” Energy saving, according to Sanchez, is a national priority because it helps reduce dependency on Russia and “bend the inflation curve.”

 

Sanchez did not elaborate about how exactly forgoing a tie helps save energy, but his move came a few days after the Ministry of Environmental Transition issued a recommendation to set air conditioners to 27 degrees Celsius – significantly higher than people normally set them, especially during Spanish heatwaves, when air temperatures can exceed 40 degrees Celsius.

“If you combine it with a fan, you will reduce electricity consumption almost in half,” the ministry said.

Sanchez’s government is expected to approve its energy-saving program on August 1.  

By doing so it will join other European governments that are implementing similar measures amid a burgeoning energy crisis exacerbated by a decrease in Russia’s natural gas supplies.
