But Labor warned voters not to be hoodwinked by this change, saying that it only fulfilled a promise the Government made three years ago. Mr Costello said the rebate would be paid at the end of the financial year in which the expenses were incurred. The decision to pay the money at the end of each financial year was originally promised before the 2004 election. The shadow treasurer, Wayne Swan, said the Government was only fixing a broken election promise. "What you always get from Peter Costello is sweeteners before the election and a real stomach-ache after the election," he said.’

The Federal Opposition says the Government's new arrangements for its child care rebate offers no new money for families.
The Treasurer has today revealed the rebate changes ahead of this week's Budget.
It is Peter Costello's 12th budget and the last before this year's federal election.
Today, the Treasurer told Channel Nine there is a sweetner for families - the 30 per cent child care rebate will now be paid up-front to avoid the current backlog of payments.
"We'll actually be changing this to take it from the tax system to the Centrelink system bringing it forward," he said.
But Labor's treasury spokesman Wayne Swan has told ABC's Insiders program, there is no new money for families.
"All he's going to do is bring forward, if you like, a payment that he denied them and denied them for well over twelve months," he said.
Mr Swan says the move is just a rehash of an old broken promise.
"What we can see today is Peter Costello at his tricky best," he said.

My advice to all and sundry out there — the recipients of Costello's "largess" — is to take the money, the whistle, the ringing bells and run... Thus, come election time, throw the Howardian government out nonetheless... Yes, grab the burley, and just nibble the bait till there is nothing left sure. The hook is so huge, one has to remember, one cannot catch a small fish with a big hook...
