World Rugby is investigating whether New Zealand's dramatic last-gasp pool draw with Australia at the Sydney Sevens came with eight Kiwi players on the field.

The sport's governing body says the 17-17 result will stand, but they are reviewing the incident to "determine if any disciplinary action is warranted".

Australia led 17-10 in the dying moments of Saturday night's match when vision from television cameras showed eight New Zealanders on the field at the Sydney Football Stadium before Ardie Savea scored under the posts.

New Zealand took top spot on pool A on for-and-against and reached the semi-finals with a 24-7 win over USA in Sunday's Cup quarter-final round.

Australia beat England 17-10 on the back of a Henry Hutchison double in their quarter-final.

Surely though, the government voice for women is the Sex Discrimination Commissioner? Unfortunately, however, the last commissioner, Elizabeth Broderick, left the post in early September, before Turnbull replaced Abbott.Gillian Triggs was assigned to act in that role temporarily but no full-time replacement has been announced under Mr Turnbull’s leadership, despite manyquestions. Many will be aware of how responsive this Government has been to Gillian Triggs in her primary portfolio, so one can expect her to receive the same response in this part-time job — perhaps overburdening her is part of a strategy.

For a Government that expresses such concern for women’s issues, what sort of legislative morality is Mr Turnbull exhibiting? Certainly there have been no significant changes in policy from that which Abbott initiated. When I say “significant”, I am making a concession for domestic violence support, despite it being only one third of the funding preciously cut.

But how significant was that concession? Given domestic violence refunding added support for our current death toll of two women a week but revoked none of the cuts Abbott made, does this constitute a significant legislative change in support of women? Should it be seen as a manipulative change to elicit applause from women because it was differentiated from Abbott’s moral compass?

If the legislation and policies have remained predominately unchanged in direction since Abbott left, what is the direction of moral compass exhibited overall by the legislative and policy direction of the Turnbull Government in regards the women of Australia?

The research done by the CSIRO on climate change IS OF PRIMORDIAL IMPORTANCE TO PREDICT THE WEATHER and the future of weather. Now the weather bureau is going to have to rely on bird entrails, computerised 1947-52 data and a couple of scarecrows in a couple of paddocks passed the back-stump... 

 

SERIOUSLY though, I know the BoM has its own instrumentation (though it cannot predict weather change more than 3 days in advance with a prediction accuracy of 50 per cent), but the short-sightedness of Turnbull, the CEO of the CSIRO and that of the Chief Scientist in this country (going to dogs) is beyond belief...

The Bureau of Meteorology (BOM) says it was given just one day's notice about a major CSIRO restructure that could impact joint projects between the agencies.

The CSIRO last week flagged a shakeup that is expected to see 350 positions restructured as climate science divisions are pared back.

The two bodies work together at the Cape Grim greenhouse gas research centre in Tasmania, along with producing reports for the Intergovernmental Panel on Climate Change (IPCC).

BOM chief executive Rob Vertessy told Senate estimates the Tasmanian facility was "one of the most significant in the world", but the CSIRO had given no assurances about its future at the site.

"The Cape Grim measurement facility in north-west Tasmania is a very significant joint monitoring capability where we're tracking changes in greenhouse gas concentrations," he said.

Dr Vertessy said the agencies did "a lot" of collaborative work.

"Certainly in our climate analysis, climate projection work, seasonal weather forecasting and the like, there's a lot of information that is exchanged between the two organisations," he said.

And, you know what? By letting this happen, Turnbull has done ten times more damage than turdy Abbott tried on the subject... Turdball is a grandstanding self-appointed (YES!) idiot in charge of disappointments and shittamierdas who has only one purpose in mind: get re-elected (under false pretences will do).

Certain favoured crossbenchers have been offered a sneak peek at the sexier bits of the hidden volume of Heydon’s ruminations, the one that the judge said had to be kept confidential to secure the safety of witnesses. This extraordinary privilege was belatedly extended to just one member each of the Labor party and the Greens, an offer which was rightly rejected.

And it is an outrage – beyond nimble and agile, beyond mean and tricky. In laymen’s terms it borders on the corrupt. Either the volume is confidential or it is not. There is an argument that it should be completely public, but if it is to be restricted, the restrictions must cover everyone except the government – the  appointed executive. They are not an opportunity for captain’s picks – a chance to duchess potential waverers in the hope of garnering political advantage. To do so is a contempt of the royal commissioner and the judge, and of the parliament system. It probably won’t work. It certainly shouldn’t.

The prime minister has demeaned himself, but more importantly he has demeaned us and the whole process of representative democracy. Shame, Malcolm, shame.

International criticism of the CSIRO's planned deep cuts to its climate monitoring programs has intensified with the World Meteorological Organisation blasting the move as a "backward" step that would see Australia isolated.

Staff were told last week the  CSIRO planned to cut about 100 full-time researchers from the Ocean and Atmosphere division alone. The key units - Earth System Assessment and Ocean and Climate Dynamics - have 151 staff including doctoral researchers but about 135 full-time positions, insiders say.

Larry Marshall, the CSIRO's chief executive, on Monday sought to allay concerns about the cuts, saying the overall division - which also includes coastal management, engineering and technology and marine resources and industries - would lose 65 of its 420 staff.

Why would someone appoint a technology whiz in charge of a scientific organisation is beyond me. Larry Marshall may have more than 20 patents to his name, this does not make him a proper scientist nor a CEO — and the decimation of the climate change unit at the CSIRO proves this. He is an ignoramus with 20 patents. Good for him, but he is a philistine as far as sciences are concerned. WHERE IS THE CHIEF SCIENTIST? WHERE IS TURNBULLSHITARTIST? They are all hiding.

Australia's new chief scientist Alan Finkel has had "significant conversations" with leading researchers to ensure planned deep cuts to climate science programs by the CSIRO would not undermine the country's ability to deal with global warming.

In his first appearance in his new role before Senate estimates, Dr Finkel said he was not aware of the CSIRO's cuts until they were announced last Thursday.

Other executives, such as Rob Vertessy, head of the Bureau of Meteorology - which runs many joint programs with the CSIRO - have told estimates this week that they also had little warning about the cuts until they were made public.

Dr Finkel told senators he had been "doing as much as I can in the time available" to understand what capacity exists among other agencies such as the bureau and universities to "help facilitate continuous capacity" in climate research.
